teams can trade for him solely to help raise them to cap floor ... like how the Panthers went on a signing frenzy last off-seaon and publicly said they're over paying Campbell to help do so.
If a team trades for Thomas, they can put him on their suspended list ... his salary still counts against the cap but b/c he's 'suspended' he doesn't get paid.
It's essentially a 'ghost $5 million' for a team.
