With the FOW category, in my opinion, its Toews and not close.

It really depends on if there is separate roster positions for Wings and Centers or if it's just a Forward group. If it's just a forward group, Toews wins out. If it's separated, it heavily depends on what is available to draft and when you're picking.

Hartnell was at 3.9 last year and Toews 3.5. It is just Forwards. Not designated to each forward position.
Toews is probably the safer bet to repeat with the same or better stats next year. I don't see Hartnell having the same number of PPP with Jagr gone but if he plays the whole year with Giroux his other stats should be fairly similar. I'd probably lean toward Hartnell since FOW count for so little in your system while PIM count fairly high.
